I don't know. I also don't know why this would be permissible. It's not rocket surgery, and if you have machines doing the tabulating there's no good reason for anyone but the voters to be handling the input. If there's a problem with the scan it can (and should be) adjudicated immediately to ensure their vote is cast correctly. What I do know is that we can't we have any security or oversight standards at all when everyone is making up their own rules.
