This is hardly concrete evidence. Suspicious, yes. But would not do shit in court. They could argue that there were ballots causing issues with the scanner, and looking around isn't a crime. Need more than this, unfortunately.
It doesn't make sense to keep running the same ballots through and just discard them all every time. My money says she was not discarding them every time.
