Gary and his methanol bucket could never be profitable in a free market, unless he was circumventing fees and taxes.
I don't think the fee was ever meant to apply to distilleries making hand sanitizer at cost.
It's obvious it shouldn't apply to them, I was speaking of the possible genuine reason to have a barrier to entry for chemical manufacturers.
While also not believing it should exist, if gary wants to make methanol he should be able to, it's a free country. If he blows himself up he is free to do so. There are already laws preventing you from endangering others
