A 14000 fee sounds rather small compared to the amount of money a small business would make producing a drug/controlled substance. More like its to stop gary next door from selling methanol he made himself in a bucket, rather than businesses dedicated to it. There's probably a much larger fee for more than one product

a $14,000 fee is very substantial when many distilleries were barely making money on their hand sanitizer or selling it at a loss and were doing it, because they they thought they were helping. Gary and his methanol bucket could never be profitable in a free market, unless he was circumventing fees and taxes.

I don't think the fee was ever meant to apply to distilleries making hand sanitizer at cost. It's obvious it shouldn't apply to them, I was speaking of the possible genuine reason to have a barrier to entry for chemical manufacturers. While also not believing it should exist, if gary wants to make methanol he should be able to, it's a free country. If he blows himself up he is free to do so. There are already laws preventing you from endangering others
