A president can’t just EO his way past the congress and senate and do whatever he wants. The entire world, save his base of supporters, has been against him since he announced in 2015.
He could have, thats literally what an EO does, he could have punished the entire industry and very corrupt politician who was on their teet and exposed them all. NO matter if the EO eventually failed, the message would have been sent.
