Constitution is the supreme law of the land. Pence mag end up throwing those electoral votes out regardless and trump and pence going to scotus against the swamp. Constitutional law overrides federal law, especially when federal law goes directly against said constitution. Also, Pence could just play dumb and misinterpret the act because it makes no sense anyways.
