Maybe they gave him one too just for the sake of optics, to plant doubt and sew division, exactly like it's happening now. False flags are the staple of the deepstate, and Pence has been nothing but loyal so I don't have reason to doubt him.
My theory is that our main course of action at this point are simply on 1/6, in the form of Pence. They gave him an envelope so that people would suspect him of being dirty and thus losing confidence in the whole thing, so that we'd give up. I don't think they realize that if something doesn't happen with Pence, that we'll do something. They think that if we're demoralized that we'll just roll over and take it.
Another idea: maybe Pence had some sort of dirt against the Dems or deepstate, and the parties receiving the envelopes were the ones at risk of getting exposed. Maybe Pence had given them an ultimatum or something of the sort, in the form of a yes/no answer to a question, and they were told the answer they didn't want to hear.. maybe Pence just got one in order to signal that the others were now aware of this. Yeah, I don't know.
