It should come as no surprise that deception and grift are a staple -- a literal requirement -- for any form of government.
There is no way to get rid of it.
Reduce it? Contain it? Maybe.
But get rid of it? No way.
It may very well be one of those evils that we must choose to live with and turn a blind eye to because we know that it allows for, at least in some sense, the guise of a just and civil society.
To be safe, we should just assume the answer is "all of them" until PROVEN otherwise.
