Singapore is the way it is now (huge transformation in ~30 years) because they lowered taxes and removed a lot of governmental corruption.
They are a free market success story.
And yes, they have stringent (and most would say excessive) penalties for small things like loitering but utopia doesn't exist and it's a small price to pay for what they've accomplished in an incredibly short period of time.
