I felt the same and looked into what changes were made. The changes made to Smith Mundt seem more like a case of Obama and Pelosi sending a message to MSM that:

We're Bending Sacred Comms Rules to show our Promise Not to Enforce the Existing Comms Laws.

Not a legal scholar but came to this conclusion because I can't see where it actually 'made it legal' for MSM to lie in order to fuck with citizens minds.

This is the House Bill that the changes to Smith Mundt were changed in. The changes start on pg.1957.

Law pedes, let me know what I missed.
