Yes he can do something. Even if the law is not on his side(I think it is), who gives a crap. Ignore it and do what's right. What he hell is the point of following the law when our enemies are going to ignore it at every juncture?
We have two options:
Burn the system turn and kill the communists.
Do nothing because it breaks traditions, and accept the destruction of western civilization.
Any approach that stops short of option 1, will result in option 2.
