I think there is no Constitutional succession for VP. The President appoints the replacement subject to Congressional approval.
However, in th capacity of the VP as President of the Senate, the President Pro Tempore is defined to act in place of the VP. That position is currently held by Grassley.
My assumption is that Grassley would count the electoral votes if Pence were to resign unless Congress could meet previously to confirm a replacement VP that POTUS appointed.
I didn't do a deep dive on this so I welcome corrections from those who know better.
