Yes Pede, that's true. It's not a perfect system and there are abuses. At bottom I always look for bad behavior to have consequences! Unfortunately, in this country we often have bad behavior either ignored and sometimes even rewarded!!!

It turns out that usually, ambulance chasers are money-motivated to punish bad behavior.
