Existed? Yes. But this is the first time that they've been able to stop the counting and manufacture millions of votes to ensure that they got the outcome they wanted. In 2016, there was fraud, but they couldn't do that. Hadn't set it up in advance.
I don't think they had election fraud down to a science like the Dems do.
