(A lot of places in Austin did stay open for new years. but they did so against curfew, and against a district court ruling that upheld the curfew, so good for them staying open and good for local law enforcement not actually enforcing it)

That mayor couldn't give 2 shits about the effect actually taking place before the court decision or not. He cares about re-election in 1 of the most left-wing shit hole cities in the US. The consequence he will face for passing an illegal law is...... probable re-election.
The consequence of an illegal law shouldn't just be the ending of said law.
But that's what happens when your legal system practically revolves around having to have 'standing', which was never seen as a necessary component of British common law.
