Commissions are like committees. They don't actually do anything in a timely manner. I've served on committees and they quite literally do not accomplish the goals set out in any way that is considered good. There was this one committee I briefly joined that was on its eighth year attempting to solve a safety problem. Took another year and a half to finish one half of the original safety issue.
Another committee I was on took a year and a half to get some safety equipment to workers.
Committees do not work at decision making or producing results.
