I experienced this first hand a couple of years ago in Ulm. It was absolute madness. Every couple of minutes you'd see someone stick a gun in the air and blast away. Cops would travel in teams to try to get to the shooter but they'd have to move through the crowd, which didn't work out. Other people would be shooting fireworks horizontally into the crowds trying to hit people.
