Technically, Biden still isn't the President-Elect. Until the the votes are counted by Congress/Senate and certified by them in federal halls, there is no President-Elect. States Governors and SoS don't have the authority to name a Federal President. So them certifying it means nothing. They're not part of the Federal Government.
