The only thing I can think of that hasn't been shown is he got another countries intelligence community to monitor the election/look into it and they got back to him with a report that confirms it. Something like 'yeah, we knew your election was insecure and yeah, we hacked in. We were passive, but we did see other countries like Iran and China flipping votes, etc.' It'd have to be a respected country (preferably NATO, but something like Russia, Israel, Canada, UK) and a recognized Intelligence community and it'd have to be an official report.
IF he has something like that, then we're in business. Because that shit CANNOT be denied and clearly Trump can't trust the FBI/CIA. So what do you do when you can't trust your own people? You go to another group to do it for you. It'd be incredibly damning for the FBI/CIA and Biden.
