Do not drive or park in the city. I would suggest parking in any of the surrounding VA areas. Metro is the cheapest way in, Uber is the most convenient. I have heard rumors of them shutting the metro down, if that happens, call the Uber.
Be careful driving on I-66 "inside the beltway" (see a map for this... the beltway is I-495 and its a circle). Inside the beltway at certain times, there is an electronic only toll and if you don't have an ezpass you will be billed by mail.
Also don't confuse the 495 express lanes for the regular 495

Take Metro, Amtrak, or MARC train from Maryland or Virginia into DC. Definitely do not park in any of the garages.
Get off at Union Station DC. A short walk to where you will need to be.

You can drive to fairfax and park at the station take the train in...it's like a 10min ride.

If staying at a hotel, they might have parking. Or you can find paid garage parking outside of the closed zone, (no in or outs), through SPOTHERO.
You cannot go into the closed zone after midnight AM of 1/5, even if going to a garage.
