When we started the civil war in Syria we used this tactic:
There would be large crowds of civilians protesting or rioting or whatever. We would have a fair few of our fighters in and among the crowd. They could open fire on the police and the police would be powerless to really do much but retreat. Snipers, ambushes, etc would also make things more interesting.
If the police returned fire then they would be shooting civilians and this would provide a casus belli for international intervention.
If this happened in the USA, it would basically require Biden to shoot and kill loads of civilians. That would make him a war criminal immediately. You would have people recording on their phones too and uploading when Biden is killing civilians, machine gunning protesters down in the streets.

I think it's you making assumptions. I thought this was common knowledge. They were our troops when Russia invaded Afghanistan, in Yugoslavia and that region in general, in Libya, in Syria, etc.

Then you have your other type of war where instead your Islamic extremists are your boots on the ground, you give them supplies and then go in to completely obliterate the other side with air power. In most of these countries with NATO air support a small rag tag militia can take the country in days. Those are our fighters. Remember before Trump was elected there was a huge row over it because Clinton wasn't being allow to give them air support.
