No, it's basically what I planned to do but I would say to take Amtrack instead. There is a station at the airport with a shuttle to Amtrack and then off get dropped off at Union Station in DC. Half hour ride for about $11.
Let's see, you could skip the Rental Car. Take the Airport Shuttle to the BWI Train Station, get on Amtrak and go directly to Union Station in DC. You'll be two blocks away. That way you save some cash. PTL.... For GOD & COUNTRY!

Remember VA is red state, as revealed on Election Night 2020 (until the later ballot dump for Cheater Joe as it happened to all the swing states).
I would carry at least 2 phone cameras with backup batteries. Since the fake news media will refuse to report the crowd, the world needs you for real footages. Be prepared for the cold weather in DC winter. Enjoy your trip!
