Read the article, it is a supposed "self destruct feature." More than likely to prevent the technology from falling into enemy hands. Claims to have night vision and a ballistic controller/communication device integrated. Not a bomb strapped to their head. Also China doesn't even issue body armor to their general service members, definitely not gonna give them ballistic helmets, night vision, and computers.
