I think it was meant for "in a war zone." When a US Citizen is hanging out with fucking terrorists and gets targeted due to association.

It doesn't seem like they ever specify that. It seems like they think they can unilaterally make the call - and they are saying it out loud. They aren't saying almost killing him was a mistake. They're saying "it's our right."

You can't assume intent. If interpreted the way the article presents it, any govt whistleblower could be killed unilaterally, without trial or conviction.

Remember, Obama already did this. His administration carried out a drone strike in a us citizen with no trial or conviction.
