Unfortunately, the ability for states to govern themselves independent of the federal government went out the window permanently when the confederacy seceded from the union and were then conquered.

That's beside the point, state government is still too big for average Joe to have any confidence, input or satisfaction in government

But distributing government into too small batches increases workload which leads to higher trust upkeep which leads to overwhelming stupor.

The Government should be pretty close to useless. The less capable it is the less people will rely on it, The more people will rely on alternatives such as private corporations or themselves.
