The Prime Minister's residence is 10 Downing Street, there isn't a 109. I have no idea what that flag represents, but it definitely isn't the UN's. The insignia on the UN flag is white.
I think this is in memory of Sir Brian Urquhart who died yesterday. British diplomat, heavily involved in formation of the UN. I think we have him to credit/blame for the blue helmets.
