The news ticker is being played on the tv screen the same as the video. When he disappears the news keeps rolling even as the next shot in the video feed happens. So its not looping.
If the news ticker is embedded to the bottom of screen on the most front facing layer it will look exactly like he has stated. I work in surveillance and half the TVs on our property have this embed, and I can rewind video and have the embed still play forwards...
