Could be someone trying to get their comment higher or someone who commented on the 2nd comment higher by upvoting that comment and downvoting the top comment (when the comment they commented on was initially 1st with 2 or 3 upvotes)
Proud American could have pissed off the shill (or glowie) in a different thread and then the shill downvotes a bunch of their recent comments. It happens somewhat frequently when you strike a nerve. Always makes me feel like a winner when it happens to me.
