The issues will depend on what agreements are in the Consent Decree. If anything in the Consent Decree is outside Georgia State Constitutional Law - that a big problem.

A Consent Decree is a Court document signed by a Judge into the record. A regular settlement agreement can be done outside a court, as long as both parties have agreed and signed off on terms.

Thanks. We need to know this because some people will say the Consent decree is a settlement agreement.
