I dunno. Maybe it's enough to declare a national emergency, not war. Trump already did this in his 2018 EO: . "In recent years, the proliferation of digital devices and internet-based communications has created significant vulnerabilities and magnified the scope and intensity of the threat of foreign interference, as illustrated in the 2017 Intelligence Community Assessment. I HEREBY DECLARE A NATIONAL EMERGENCY TO DEAL WITH THIS THREAT." (Notice that he's using the Deep States' own "Assessment" against them, since they've set the precedent. Great judo move.)

That language hasn't been rescinded. So we are in an ongoing state of national emergency right now and have been for over 2 years.

The EO gives Trump and his team (e.g., Miller and DoD/military intelligence) authority to seize assets (including Dominion equipment). It's a dragnet, because it would scoop up any "persons" (corporate or individual) who aided in foreign interference (by unspecified hostile nations, but we know who). They wouldn't just lose their assets; they could also be charged with treason.

This is how this non-lawyer reads it.
