The reality is there's a few people pulling strings and everything else that happens is simply a result of what I call "convergent goals". All those doctors, they want to be able to keep practicing. So they punt, an dhope someone else speaks out. All the people falsifying votes, well they badly want Biden to win... Nobody even had to tell them to do it, I'd bet. They have a goal, and while their actions ultimately serve to steer things in a certain direction that aligns with the higher ups goals, the higher ups probably didn't have to "conspire" with them per say.
