Keep in mind “shadow government” would actually be a fundamental part of any governmental ties to outside resources. Which means it should be expected and watched, not turn into conspiracy. It’s childish to believe your leaders wouldn’t talk to let’s say a power company for the benefit of both, it’s called campaigning.
