Why wouldn't a single one of these people, as soon as the gun is no longer imminently in the room, fly to another country where they'll be as safe as possible, and then blow the whistle?
This is conceivable with only a small number of easily controlled people, but the larger the number of blackmail victims, the greater the odds that at least one of them breaks this story worldwide and then the others will feel safer to pile on and join in.
This kind of conspiracy doesn't work at scale because its too many people to have under your thumb and inevitably one of them would crack and spill the beans. Sure, maybe they kill that person after, but the genie would be out of the bottle.
