Cell phones can still take pictures when the network is not available. You won't be able to use it to share them online though. But then again, a cheap instant camera won't share them either.
DC is the seat of government. Would be quite extreme to shut off phone networks.
Same goes for mobile internet access, but I don't put it past them. I give it a 5% chance. If you're staying at a hotel, you'll likely have internet access via fiber when you get back in the evening.
The phone companies' base stations will possibly be overwhelmed by the hundreds of thousands of subscribers connecting through the same station. I've no idea how much excess capacity is worked into them. Maybe those who attended previous rallies can shed some light.
Edit: should also have mentioned WLAN and Wi-Fi. This is the easiest to shut down, in my view. In any case, it's not wise to use Wi-Fi unless you have reason to trust it.

Anyone can use an old phone for pictures and what not. I can actually still be used on Wi-Fi as well, as needed. Even if there’s not cell phone service, if you’re staying in a hotel they will have Wi-Fi. Good luck! If you don’t have an extra phone though, having the instant camera is a great idea!
Firstly, that's a big misunderstanding of how phones work. They will still be able to capture the data, even if the network is down.
Second, if you're worried about them finding out you're a conservative - sorry, if you've got a phone, they already know more about your behavior than you probably do.
Third, if you're worried about cameras being compromised to the point of deleting the photos off the local storage (Not impossible, just unlikely) - our movement will have much, much bigger problems at that moment.
All that being said... yeah, bring instant cameras if you want to, no reason not to.
Everyone has an old phone not being used anymore. Not connected to any cell network. Just bring one. Turn off wifi and bluetooth and any other shit like that. Hang it around your neck. Epoxy something onto the back of it like a necklace or something like paracord. Hit record. Or bring a go pro.
