I am not familiar with how 4chan works. What is the significance of the No. 300,000,000? Is it the 300,000,000 post ever made on 4chan? Or is it like a random number?
It's sequential, but the thing is 4chan get so many posts at any given millisecond that it is effectively impossible for a user to predict what number will be assigned to their post.
In the past when the site had less traffic it was possible to game it to an extent but nowadays without having direct access to the server backend there is no way to fudge this.
A lot of it is cultural too because in the past interesting things have popped up during specific numbers like 1 million and 777777.
