It’s to keep perpetuating the “rise in cases” narrative. When a test is administered, positive or negative, a new case is created. Therefor, if 10000 people get tested, and all come back negative, the local news can still technically get away with saying “there are 10000 new cases here in Smith County.”, while the people watching have NO idea they were all negative.
