What if the letters they recieved at Bush Sr. Funeral included photo of their blackmail.
That explains the reaction, and something they all might share in common ?
Some form of blackmail, may it be sex, crimes etc.

Too obvious.
It has to be something they can't work to hide.
Remember, if you know what someone has on you that means you can work to hide it or build a defense. It is a bad idea if you plan to blackmail people to tell them everything you know.
It was probably a threat of some sort with a smidge of blackmail proof.

The paper is far too thin for it to be a photo. We could see the shape of it on the other side.

Seems strange , its only a theory.
By Jeb!'s quick reaction to it, I'd say it was a photo.
They looked shocked when they opened...
