I worked in printing for many years. If a machine filled out these ballots it's not even hard to tell. You can look at it with a magnifying glass and see what is called a "dot matrix". Basically printing presses apply ink to to a metal plate that has the desired image etched into it. The plates press against the paper like a big stamp. Think about comic books and how they are colored in with tiny little circles of different colors and make up the image. That is what a dot matrix is and what a filled in bubble on a ballot printed by a machine would look like. It wouldn't look anything at all like the ink from a pen would look, not to mention it would be perfectly filled in. If this is in fact what they did, they are really stupid.
