The rank and file were not in on the steal, but the elites were or were just complicit. The reason for the discrepancy is simple, poorly executed but ultimately successful steal. They only illegal pumped in votes in 6 or 7 counties in the entire US. Doing it in such confined regions allowed for real votes to be tallied in most districts. That being said, it cost us a few house seats and definitely a couple senate seats as well.
