I think he should just send in troops to arrest Kemp and SOS. Put the Executive Orders to good use. If the military tribunal finds them non-Guilty at a fair trial because the evidence against them is insufficient then they can be released. It's pretty obvious that the civilian courts and judges are corrupt and the FBI and GBI are either AWOL or guilty of Dereliction of Duty.
