The mayor has no such authority unless it's specific to DC.
People, y'all need to have the paradigm that any Military you encounter are in the streets to Serve the Constitution, they are not pets of Mayors or BLM or any of that kind of malarkey. Start with that mindset, if they later prove they are Enemy okay, but that is going to be a rare-ish thing. Most Guard Troops cherish their Oaths, as do all Patriots.
That said, if they insist you clear an area clear the area, they have legit reason and aren't playing games.
But do not assume their presence is aimed towards us, it is not so. They may be tasked with policing the streets some and protecting public safety, and if SHTF they may assume other tasks related to arresting traitors/terrorists, but they are not attack dogs for the mayors, they are not cop-bots seeking to violate you.
