MD here, VA definitely targets out-of-staters since it's harder for them to fight it and they don't want to piss off the locals.
VA is hardly the only state that targets out of towners. That happens in a lot of states.
I can vouch for that, I once got a ticket in PA for going 56 in a 55 zone. Had a rental car with out of state plates.
