Airstrips don't exactly require the same kind of maintenance houses do. Just look at WWII in the pacific for the importance of having these kind of direct reach runways.
Realistically, however, the real reason this is not as concerning as many think is that China simply doesn't have equipment or reach to make this viable at this time. Down the road this is a serious concern, but I think they've strongly opted to take the indirect route (re: this election). Their aircraft are vastly inferior, as they lack the metallurgy to construct engines of comparable power. Their fleet is weak; they lack the aircraft carriers to even transport aircraft to said runway. The ones they DO possess are often soviet hulls purchased at the fall of the union and refitted since.
Their infantry shows every indication of poor training. The only land wars they have won (they have picked many with their neighbors) in recent times are with those of their neighbors that basically don't have a modern military. They got stomped by Vietnam, and they are seriously afraid of India. Estimates suggest that, despite their posturing, taking Taiwan would be a near impossible task for them.
Be afraid of China first and foremost for their global influence. Be worried about their global military buildup, yes, but don't lose sight of the real threat at present.
