Seriously wondering if they each get a cut of that 5000 if they catch someone, they're being predatory as bounty hunters to these poor guys just trying to make a living. Doesn't help that I'm in OR where Brown has weaponized OSHA to an amazing degree.

Just tell them to goosestep the fuck off your property. No gestapo allowed.
All they did was roll by in their truck, stop in front of the house to question the workmen when they went outside to get parts then continue on. No harassment but a lot of "big brother is watching" vibe.
