It's not a government's responsibility or place to do any of that. Have you ever real The Law by Bastiat? If not, it's a simple and short read to get you on the path of weaning yourself off the idea that the government should be involved in our lives in any real sense.

No one is stepping up to do it? You’re blind to the fact that government makes it illegal or sets up insane regulations to prevent people from stepping up to any of the things you mention. Regarding healthcare for example, government was the entity saying you couldn’t sell healthcare insurance across state lines. This limits competition and allows deals to be carved out for specific companies. That is your government solution - corruption.

I know you want to look at things from the perspective that everyone is doing their best and giving it their all and never does a drop of corruption touch your pure government, but that perspective is completely wrong; today, tomorrow and historically, government “solutions” are by and large corrupt and wasteful and need to be limited as much as possible.
