The District of Columbia prohibits the possession, sale or other transfer of any large capacity ammunition feeding device, regardless of whether the device is attached to a firearm. This includes possession.

He wouldn't have been able to get on the plane if he had high capacity mags (or mags of any kind for that matter) on him or in his luggage.
I think they can go as stowed luggage. Maybe carry-on if empty. Airlines may differ.
But when you land in DC you are now under DC law.
this is egregious. our first amendment doesn't stop at a state's border. weak SCOTUS made this possible.
