We are in a actual state of war declaration so Trump can take over control of any ans all NG troops anytime he wants.

That would be a mistake to assume those folks will ignore direct orders and do.. whatever.

It sounds like a lawful order to me, to just retreat.

But there COULD be some form of emergency exigent issues that might take priority over a withdraw command, that would be a judgement call of the commander on the ground.

For example, if the national guard was in the middle of escorting some congressmen thru a hostile crowd and the withdrawal order came down, they probably would finish the mission instead of immediately withdrawing.
