Even if you grant the argument that the outreach centers get a pass on registration, and even if you grant that we don’t want to disenfranchise those in need... there is no way they are actively serving the number of registered persons as described by their own staff.
Therefore it is undeniable that a large proportion of such registrations are done fraudulently.

Picking up on your idea, it may be fruitful to push voter ID as an avenue to enfranchise the homeless, not exclusively as a law and order effort. Because it’s the same thing.
Unmeasurable, unsolicited ballots will inevitably be abused. Measurable, legally certified ballots put a cap on the potential magnitude of fraud. And the homeless deserve it (and I say it bc like many, I was essentially homeless for a period).
