It is a figure of speech. I believe it comes from the fact that water adds weight, so saying that you “weigh X amount soaking wet” means that X is the absolute maximum amount of your weight.
Two possibilities: They weigh themselves immediately out of the shower, or they are joking about how light they are even with the extra weight of all that water.
Don't forget ear plugs and goggles in case the police use LRAD or Mace. But especially the LRAD. Buy a bag of ear plugs at Home Depot for $15. You get 40 pair. Pass them out and make 39 new, large, and maybe armed friends!

Remain aware of your surroundings above all else. They will seek to single out stragglers. They don’t want anything to do with the masses. Once they start getting their heads cracked, they will disperse like the cowards that we know they are.
