No, it's not. It's an old 747-200 with 400 series engines. Nothing special. I think OP is forgetting tail wind. Max speed is .92 Mach, really anything over .88 Mack is over speed and requires special inspections. But, they can technically do .92 Mach (542 knots). This is engine speed Max without tail wind, btw.

Speed over ground reported by the ADS-B repeaters with a 40kt tail wind assisting. Cockpit indicated airspeed probably around 550~560kts for baro alt 29.92. Well within its capabilities.

Speed of Sound at 30,000 feet is 589 knots.

Tail wind does not over speed an aircraft. If the engines were doing all the work then yes, but this speed is with a tail wind.
