The judge just goes, nah we cant fix it in time I will just tell the SoS to fix it for January 2021.
Devil's advocate, files aren't necessarily "code" (except in a very pedantic sense), this could be something like data on voter rolls or a template for the ballots to be scanned.
With that said, a malicious actor with access to this website could put anything on there, and security exploits involving specially crafted datasets or images are pretty common. You could load up an image containing a ballot template and it could exploit a flaw in the image decoding pipeline to execute arbitrary code.
True, I don’t know what is on every thumb drive but what Logan Lamb described was actual executable code. I’m think that it’s a good bet the same thing was done this time. I’d like to get my hands on one of the thumb drives we saw in the videos and find out for sure.

I just skimmed it because this Judge ambles on for ages and opens his opinion with a groundhog day reference. It looks like they essentially just say yes the system is compromised, yes the evidence is overwhelming in favor of the system being broken and no we can't fix it until 2021 elections.
